Winchester Zoning Board accepts new traffic and stormwater conditions on a 64-unit 40B project, sets February 25 vote. The board reviewed a comprehensive permit application from Brian Melanson of Melanson Development Group for 64 rental units, 16 affordable, with 3,800 square feet of retail at Washington and Swanton streets. Town Engineer Matt Schumann's February 10 memo added a condition requiring traffic monitoring 12 months after occupancy, with signal-timing review triggered if trips exceed projections by 20 percent.
Architect Michelle Littlefield of Cube 3 said the team intentionally designed "one building" rather than a wall resembling separate historic homes, after public commenter and landscape architect Dennis Dale said the current design "feels like you have two brick facades" with an "odd" taupe midsection. The board voted unanimously to continue the hearing to February 25, ahead of the applicant's extended February 27 state deadline.
