CARLISLE — Concord Recreation Commission debates new court fees and insurance rules for outdoor facilities. Chair Phil Griffiths and staff member DJ walked commissioners through a redlined draft of the town's outdoor facility usage agreement at the April 9 meeting, proposing a uniform $20-per-hour resident reservation fee for all outdoor courts — up from $15 — and a $30-per-hour rate for non-residents, in line with existing indoor Hunt facility rates. The draft also requires organized groups that reserve courts to carry $1 million in general liability insurance naming the town as additionally insured, a provision that drew immediate resistance from members of Concord's informal pickleball community, one of whom called the requirement "prohibitive" based on prior research.

Staff said drop-in and open play would remain unaffected by the insurance rule. No vote was taken; a revised draft will be posted publicly and brought back for a formal commission vote at the next meeting.
