Newton Panel Debates Shrinking 24-Member Council
Other Committee · Meeting of September 23, 2026
Newton committee debates cutting City Council from 24 to 12 full-time, paid seats. Councilor Steven Farrell pitched the smaller body, floating a roughly $100,000 starting salary and citing a Finance Committee that met just seven hours all of 2025 against Land Use's 74. Councilor Baker countered that the current 24-member council is "a really extraordinary body" whose size enables division of labor and diverse viewpoints.
Council President John Oliver called a drop from 24 to 16 members alone "a massive change." Earlier, the Programs and Services Committee unanimously approved three board appointments, including Susan Eaton to the Human Rights Commission, 7-0. The committee took no vote on downsizing the council after more than two hours of debate, instead holding both charter-review items for a future meeting.
