CMLP Board Adopts 5-Year Rate Correction Plan

Concord's municipal utility board adopts a five-year plan to recoup a $6.2 million accounting error. The Concord Municipal Light Plant Board voted 5-0 Wednesday to charge a 0.007-cent power cost adjustment after auditors found a formula error, uncorrected since 2021, had failed to account for distribution losses, flipping a believed $5 million refund owed to customers into $6.2 million owed to the utility. An average residential customer using 925 kilowatt-hours monthly will pay $6.74 more under the five-year option, versus $11.50 under a rejected three-year alternative.
Board member Warren Leon said the approach has "the least impact on rate payers." Staff separately reported early time-of-day rate data showing a statistically significant peak-usage reduction among 5,588 studied customers, with only 8 percent, about 555 accounts, showing meaningful load-shifting, and a combined $78,000 in customer savings against $50,000 to $140,000 in estimated avoided capacity costs.
