Carlisle Climate Action Committee Backs Revised Solar Policy, Names Town Meeting Speakers

CARLISLE — April 15, 2026 — Carlisle Climate Action Committee unanimously re-endorsed two revised town meeting warrant articles and heard an update from consultants on the town's climate action plan revision. The committee voted to continue supporting a municipal solar policy — now recast as an administrative policy rather than a bylaw, requiring solar arrays on new municipal construction or major renovation projects where buildings can support 7.5 kilowatts or more — after the Select Board voted a favorable recommendation on the revised version. The committee also authorized a member identified as Brad, or any other committee member, to speak on behalf of the panel on a separate composting feasibility study article, likely scheduled for Wednesday, April 29, the third night of town meeting. Consultants Cassidy Yates and John Balder of Weston & Sampson presented a sector-based stakeholder engagement plan and a scoring framework for prioritizing climate actions, with public workshops set for May 14 and May 28 at the Town House and virtually; the committee directed consultants to restructure the planned stakeholder interview list by topic rather than by individual group, adding the Planning Board and dropping an advocacy slot.
