Wayland capital committee defers major projects, flags four for "purgatory" list

WAYLAND — February 4, 2026 — Wayland capital panel reshuffles five-year plan, parks four big projects in "purgatory." The Capital Improvement Planning Committee on Feb. 4 deferred a $1 million salt shed rehab and replaced an $1.8 million transfer station garage line with a $550,000 fiscal 2029 placeholder, pending a solid waste study. DPW Director Tom Holder said a $500,000 Route 20 South landfill line no longer reflects cap restoration but possible reuse, citing a roughly $3 million comparable field at Loker. Facilities Director Michael Fee pressed to keep a $250,000 public safety HVAC replacement on the near-term list, warning the chiller runs on one of four compressors: "I don't know if I can keep the building cool for another summer." Chair Kelly Lappin said requests are running about $12 million a year against $8 million in policy capacity. Members approved Jan. 26 minutes 4-0; Vice-Chair Bradford Carver was absent.
