Wayland CIPC pulls $2M school feasibility study into fiscal 2028 for MSBA cycle

Wayland's Capital Improvement Planning Committee opens fiscal 2028 review with a $2 million school ask and mounting IT costs. Assistant Superintendent Kirsten told the committee Aug. 31 the schools have moved a $2 million feasibility study from fiscal 2030 to fiscal 2028 to meet the Massachusetts School Building Authority's April 2027 statement-of-interest deadline. Acting Chair Bradford Carver said Finance Director Brian Keveny now believes the item must be handled as excluded debt, generating roughly $400,000 in annual principal impact and likely a separate ballot question.
IT Director Nick Lombardi reported one software vendor's invoice rose from $45,000 to $128,000 in a year, and members warned that unresolved warrant-language descriptions from last spring may block $400,000 in IT appropriations from being spent on cybersecurity. Resident David Bernstein warned that "AI lowers the cost and skill needed to conduct credible attacks at municipal scale." Fire Chief Neil McPherson presented $205,000 in fiscal 2028 requests. The annual report was approved 4-0.
