Wayland capital committee rebuilds FY28 plan around $9.17M envelope after finance director skips meetings. Acting Chair Bradford Carver and Acting Vice Chair John Kliem led the four-member Capital Improvement Planning Committee through a project-by-project rework Tuesday, holding each funding source to last year's five-year plan totals after Finance Director Brian Keveny declined to attend and offered no alternative dates. The committee moved a $970,000 middle school fire alarm replacement into FY28 as Facilities Director Michael Fay's top-ranked life-safety priority, and shifted a $2 million high school feasibility study appropriation to excluded debt, positioning it for a spring ballot question separate from any operating override.
A $700,000 town building roof phase two and a $500,000 water asset management plan were held pending department confirmations. Kliem said he was "close to checking out" if the process remained non-collaborative. Minutes approved 3-0 with one abstention; next meeting September 9.
