Tyngsborough Board of Health delegates routine septic permit authority to its health director and tables contested body work regulations. At its June 8 meeting, the board voted unanimously to adopt a new internal policy allowing Health Director Kerri Oun to approve common Title V local upgrade variances administratively, without scheduling a full board hearing, modeled on policies already in use in Westford, Acton, Barnstable, Canton, and Dedham. Landtech consultant Matt Stengel, who helped draft the policy, told the board the change "would save time and money for the applicants in town and the townspeople." The board also voted two to zero, with one abstention, to grant a groundwater separation variance for a failed septic system at 40 Shervin Ave., approving a Presby EnviroSeptic system with a two-foot rather than four-foot groundwater offset after lab testing found loamy sand soils and an elevated water table.

A draft body work establishment regulation was tabled for at least a second additional meeting after legal consultant Alex flagged legal exposure in the draft's citizenship requirement and members could not agree on final language distinguishing body work from state-licensed massage therapy.
