Board Presses Eversource Over Substation Bathroom Plan
Board of Health · Meeting of September 22, 2026
Burlington Board of Health presses Eversource on a substation bathroom, septic and water plans. Board members pushed back hard on Eversource's proposed new substation at 0 Locust Street, questioning why an unoccupied site needs a bathroom at all and warning that a new septic system risked repeating "how Burlington got polluted in the 1950s." Eversource representatives Peter Bowman, Jeff Cicerone and consultant Dan McIntyre said a revised state plumbing code now mandates toilets at unoccupied facilities, and that DEP indicated the local board lacks authority to grant a tight-tank variance for new construction. The company dropped plans for an on-site well in favor of a town water tie-in and said it will file with the state Energy Facilities Siting Board by the end of 2026, triggering a 15-month review.
Earlier, the board unanimously approved three staff reports and heard Brandeis student Samuel Pomerantz present on the town's biological safety regulations.
