The board worked through a consultant-prepared analysis at its April 7 meeting, coalescing around a framework that separates land-use compatibility review — a planning board function — from operational licensing, which members said should rest with the Select Board. Town Planner Heidi reported that at least two businesses chose Millis over Sherborn in recent months due to the complexity of local permitting, with one applicant spending two months navigating Conservation, Board of Health, and planning requirements before relocating. The board also reviewed proposed farm-event rules specifying that special permits would be required for weddings, concerts, and food service events using less than 50 percent of farm-sourced ingredients, with local venues Silverwood Farm and a Rockwood Street apple orchard cited as examples.
