Groton Planning Board sends clean energy zoning to town meeting, cuts a subdivision bond 75 percent. The board voted 5-0 to forward two zoning bylaw amendments implementing the state's Clean Energy Act, covering solar thresholds and a new battery storage bylaw, to the October 3 town meeting warrant, with Russell Burke and Phil Francisco set to present. Engineer Frank Partland's same-day plan submission for a used car dealership at 14 Town Line Road drew a unanimous continuance after Burke pressed him: "You just said you are increasing the flow despite it being de minimis." The board cut the Hayes Woods Lane subdivision bond from $430,401.63 to $108,547.08 and held a Casella Meadows bond, corrected from over $4 million to about $2 million after a unit-cost error, to its September 24 meeting after one member said, "I'm only going to vote present." The board also released roughly $10,000 in escrow to TowerComm following its denied cell tower application at Groton-Dunstable Regional High School.
