MCI Concord Master Plan Committee elects co-chairs at inaugural meeting

CARLISLE — May 13, 2026 — Carlisle's new MCI Concord Master Plan Committee elected co-chairs and launched planning for a June 8 design charrette at its first meeting Tuesday. The committee unanimously appointed two co-chairs under a shared-leadership model, with one member noting her Select Board chairmanship would limit her availability as sole chair. Consulting firm Stantec will run a week-long design charrette June 8 through 12 — forced earlier than some members preferred by a state spending deadline of June 30 tied to a state earmark — featuring focus groups on housing, transportation, historic preservation, and recreation, along with a public closing presentation at Concord-Carlisle High School. Several members pushed back on the timeline, noting the town's memorandum of agreement with DCAM, which will set a binding housing target for the site, has not yet been finalized; a figure of roughly 350 units has been discussed informally. A town-wide postcard mailer estimated at $4,000 is under consideration to publicize the charrette events.
