MCI Committee Told Route 2 Redesign Construction May Wait Until Early 2030s

Concord's MCI redevelopment committee learns Route 2 upgrades may not break ground until the early 2030s. Meeting virtually and in person on September 3, members reviewed a state DCAM/MassDOT coordination session where officials narrowed the Route 2 interchange redesign to two alternatives, neither adding a direct curb cut for the roughly 700-unit MCI site; Stantec's traffic analysis found 36 percent of the site's exiting trips would use the existing Elm Place access. The committee also reviewed a draft standalone MCI zoning district, headed to a November 10 joint meeting with the Planning Board and Select Board, and debated whether to renovate the former prison's Building L for public works, given a rule that renovation exceeding 60 percent of rebuild cost should trigger new construction.
"I don't want to know what we will find underground here," one member said. Keith Bergman of the Concord Municipal Affordable Housing Trust and Kathy Anderson of the Walden Woods Project pressed for zoning and land-transfer details; the committee approved its August 20 minutes, 6-0, with Chair Dan Drazen absent.
