Concord Light Board approves minutes, hears clean audit results

Concord Light Plant Board hears clean audit, previews a governance overhaul. Director Jason told the board the utility's fiscal 2025 audit, its first under new auditor Goulet, Salvidio and Associates, found no material weaknesses, with net income of $6.7 million and operating revenues up 17.6 percent. But 2027 power costs are rising sharply, with energy prices near $87 per megawatt hour, up from $70 a year ago.
Member Warren Leon warned "there's great public concern about affordability," while member Chris Schaffner cautioned against tying a rate hike to the utility's phase-two time-of-day rollout. The board also heard a working group's recommendation to ask town meeting and the state Legislature to convert the fully appointed Light Board into a five-member board with three elected seats, a change Director Jason said stems from a decades-old conflict between state utility law and Concord's town charter. No vote was taken on governance; the board did vote unanimously to approve its August 12 minutes and to adjourn.
