Williston DRB Approves Williston Road Pre-App, Modifies Driving Range Violation 5-0

BURLINGTON — Williston's Development Review Board voted unanimously on two contested items at its July 28 meeting. The board approved pre-application recommendations for a three-unit mixed-use development at 7997 Williston Road in the Village Zoning District, ruling that a proposed private open area may be distributed across multiple locations, that a single snow storage area shown on the current plan is insufficient, and that the shared driveway must taper from 20 feet at the Williston Road curb cut to 16 feet within a 25-foot easement, in response to a bylaw amendment adopted by the Select Board one week earlier. Property owner Matthew Parisi and civil engineer Jeff Valeski of Catamount Consulting Engineers presented the project, which proposes adding two carriage-home units to the historic Lampman House property; neighboring property owner Tim Ross told the board the site "seems a little oversized" and raised concerns about snow overflow and emergency access.

In a separate 5-0 vote, the board modified a zoning violation issued against Big 3 LLC, operator of the Catamount driving range at 1400 Mountain View Road, accepting a July 20 corrective action plan that reorients tee boxes, bans left-handed golfer use of upper-deck positions, adds cameras and staffing, and commits to repositioning target flags, giving the operator until August 28, 2026, to implement the changes. Neighboring residents Alex Wasco and Tom Goyer argued the plan lacked enforceable physical protection, with Wasco calling for range restrictions "until the town has a survey-based plan and effective attainment solution." Planning Director Matt warned the applicant that Vermont's state fire marshal may independently impose access width requirements on the driveway at 7997 Williston Road as a condition of the state permit, telling the board it is "far better to bring it up now, pre-application, than standing on site with a CO in the balance."
