MCI Committee Backs Standalone Zoning District for Concord Prison Redevelopment

CARLISLE — Concord's MCI Master Plan Committee moves toward a standalone zoning district for the former prison site. At its July 23 meeting, the committee heard presentations from Jeff Speck of SPEC on form-based regulating plans — which control frontage lines, building heights, curb cuts, and retail locations while leaving lot-level decisions to developers — and from Nels Nelson of CommunityScale on how such a plan could integrate with Concord's zoning. Planning board member Elizabeth argued that the site is large enough to warrant a wholly new zoning section, analogous to the town's MBTA communities district, rather than amending existing sections piecemeal.

Peter Lowe presented Devens' unified permitting model, in which design standards live in waivable regulations rather than zoning, and flagged a $600,000 design grant request submitted to Senator Barrett for Kenny Dunn Square. A meeting between MassDOT, DCAM, and the Town of Concord is scheduled for September 1 or 2 on the critical question of Route 2 access.
