Groton Orders Condemnation Hearing For Cypress Road

Groton Board of Health orders a condemnation hearing for a re-rented Cypress Road property still under enforcement action. Health Agent Kayleen said 23 Cypress Road has an unresolved code-violation order, including a suspected septic leak, yet has been re-rented to a new tenant while the case proceeds through Town Counsel Andrew Lechner; the board voted 3-0 to schedule a parallel condemnation hearing. Members separately voted 3-0 to lift a March 2021 condemnation on 196 Hayden Road, whose owner, Abdel Fawzi, appeared by Zoom from Florida, conditioned on fixing a sliding door that "doesn't lock" before occupancy.
The board also continued its Chapter 330 well-regulation hearing to October 19 after water superintendent Dan warned a draft PFAS standard would make Groton's rule "the most strict... anywhere," pushing members toward a 20-parts-per-trillion total with 4-parts-per-trillion caps on PFOA and PFOS for drinking wells.
