Concord Personnel Board Votes to Upgrade Assistant Town Clerk to Higher Salary Grade
CARLISLE — May 13, 2026 — Concord Personnel Board upgrades assistant town clerk pay grade in 4-0 vote. The board, meeting May 13 with four of five members present, unanimously approved reclassifying the assistant town clerk from salary grade eight to grade nine — a band running from $80,434 to $112,611, rising 1.2 percent on July 1 — after Town Clerk Kari Maitarie explained that the departure of an elections and census manager allowed the clerk's office to redistribute duties without adding staff. The reclassification was driven by the assistant town clerk's assumption of supervision over more than 100 election workers, the heaviest-weighted factor in the town's GovHR point-scoring system. The board also deferred action on fiscal year 2026 and 2027 incentive pay documents after member Josh Faye questioned a clause allowing resigning employees to collect goal-based bonuses of 1 to 2 percent of base pay, with the matter referred to a town manager consultation before the June meeting. A first-ever employee handbook, targeting a July 1 rollout, was reviewed but not voted on, with members flagging version-tracking gaps and inconsistent violation-clause language carried over from standalone policies.
