Burlington Government Review Committee Approves Postcard Mailer for 10,400 Households

BURLINGTON — January 6, 2026 — Burlington's Government Review Committee approved a full-color informational postcard to be mailed to approximately 10,400 households and heard an extended briefing from Collins Center consultants on executive branch functions as the committee advances its charter review work. The committee voted roughly 9-1 to send the mailer — estimated at around $4,000 — with a single call to action directing residents to the Government Review Committee website and language previewing both an upcoming public forum and a planned community-wide survey. Chair Betsy Hughes presented a briefing on the proposed survey, for which the committee is seeking a $20,000 town meeting appropriation, with vendors Collins Center and UMass Lowell both quoted within range of that figure. Collins Center associate Mel Kleckner, a former Massachusetts town administrator of more than 40 years, told the committee there is "legally no distinction" between the titles of town manager and town administrator, and outlined options ranging from codifying current informal practices to giving the town administrator formal authority over departments now run by independently elected boards. The committee's next meeting is January 27, the day after town meeting, where the $20,000 survey article will be put to a vote.
