Pepperell zoning board extends 40B deadline, presses developer on unresolved traffic and landscaping. The Zoning Board of Appeals granted the Layton Landing developer a 30-day extension to April 16 and continued its hearing on the 180-unit project to April 15. Town Counsel David Desti said "it is the responsibility of the applicant to square away the VFW entrances," but flagged unresolved questions over funding a Layton Street-Lowell Road intersection redesign, possibly through a MassWorks grant worth $2 million to $5 million.

DPW's Paul Brinkman said the water system nearby "is tired and not necessarily the proper configuration" and floated adding a water-main upgrade to any grant application. The revised site plan now shows 378 parking spaces for the 180 units, no garages, and a relocated floodplain compensation area; board members said the submitted landscaping plan remains incomplete.
