Woburn Special Permits Panel Advances Gym and Dog Training Applications With Conditions

PEPPERELL — May 11, 2026 — A Woburn special permits committee advanced two commercial applications and stalled two others at its May 11 meeting. The panel voted unanimously to send favorable reports to the full City Council for a private gymnasium change-of-use at 102 Main Street, operated by Elevate Industries LLC doing business as Go, and for a dog daycare and overnight boarding facility at 41 High Street operated by A Better Companion Dog Training LLC, the latter with 12 conditions including a six-month status report from the Woburn animal control officer. A rebuild application for a fire-damaged three-family at 20 Franklin Street was returned for further action after Councilor Jeff Dillon said he was not ready to advance the permit, citing unresolved ADU parking concerns and public testimony from neighbor Pacek of 16 Franklin Street, who presented voter registration records showing what he described as multi-year gaps in three-family occupancy in the 1970s and 1980s. The Cummings Foundation's proposal to add 20 congregate senior housing units at 21 Warren Avenue, reduced from an original 26, remained in committee pending a department head meeting to resolve water line capacity and stormwater calculations.
