Wayland Capital Panel Adopts New Multi-Year Project Form, Sets July Submission Deadline

WAYLAND — July 6, 2026 — Wayland capital panel approves redesigned project form and targets end-of-July department submissions. The Capital Improvement Planning Committee, meeting July 6 with Vice Chair Bradford Carver acting as chair, formally adopted a new multi-year capital improvement submission workbook developed from forms used by other municipalities and the state Department of Revenue, with pre-populated department-specific Excel files to be distributed by the end of July and returned before August. Town Manager Michael McCall, attending as an ex officio member, acknowledged he had not yet resolved discrepancies between the committee's April 2026 report and the town meeting warrant, but pledged a response. McCall warned that the school department's habit of treating capital submissions "like Christmas shopping" each cycle — without building out years two through five — was destabilizing debt service projections ahead of a possible fall 2026 operating override. Outgoing Chair Kelly Lappin, now also a Finance Committee member, flagged a pattern of capital closeouts in which appropriated facility funds were returned to free cash to fund curriculum requests, only for the facility need to resurface the following year, saying residents deserve an explanation "when you close it out because you want to do this other thing and you'll come back and ask for that money later." The committee must find a Finance Committee designee and a School Committee designee to replace Lappin, with the Select Board making both appointments.
