Maynard Finance Committee Recommends Nine Warrant Articles, Rejects Retirement Stipend Again

MAYNARD — April 6, 2026 — Maynard Finance Committee votes to recommend nine Annual Town Meeting articles and reject one ahead of May 18 town meeting. The seven-member panel, chaired by Jillian Prendergast, voted 7-0 Monday to recommend articles covering water enterprise fund operations, a $3 million borrowing authorization for water system engineering and design, community preservation appropriations, a cell tower lease, and routine administrative items. The committee voted 7-0 to not recommend the Retirement Board stipend article, identical to a proposal rejected at the 2025 Annual Town Meeting by a vote of 57 to 53. Action on the FY27 general fund budget, free cash appropriation, and solid waste enterprise fund was deferred — the last of which has no draft content at all. The committee also heard from four citizen petition sponsors: Heather O'Brien on the state flag resolution, Kathie Larsen on a proposed outdoor lighting bylaw from the group Green Maynard, attorney Christopher Alphen on rezoning 141 Parker Street from industrial to business, and Todd Kaplan on expanded tax title payment plans — with the lighting bylaw facing the sharpest scrutiny after both the Board of Health and planning board signaled reluctance to serve as the bylaw's appeals body.
