Concord Finance Committee Hears Departmental Reviews Ahead of October Budget Season

CONCORD — July 13, 2026 — Concord Finance Committee hears sweeping departmental overviews, learns town's total operating budget is $122 million. The committee met Monday, July 13, and received presentations from more than a dozen town divisions covering general government and human services, with Deputy Town Manager Megan Zamuto revealing that the town's total operating budget — including shared services — is $122.1 million, significantly larger than a prior slide version that had listed $95.5 million by omitting roughly $30 million in shared costs. The visitor center reported revenue growth from $10,000 annually in 2020 to about $90,000 this year, with the revolving fund running at a surplus; the Beede Swim and Fitness Center secured a $70,000 grant for a UV pool treatment system and received more than $90,000 in donated diving blocks from Friends of Swim and Dive. Member Paul Rodriguez flagged that the trash and recycling enterprise rate was raised roughly 10 percent partly to fund a new electric truck, raising questions about the committee's working capital guidance for enterprise funds. The committee voted unanimously to approve minutes from June 4 and June 17 and will begin formal budget review in October.
