Maynard Finance Committee Hears Warning on Water Rate Increases, Capital Gaps
MAYNARD — January 12, 2026 — Maynard Finance Committee hears stark warning on water infrastructure costs ahead of annual town meeting. DPW Director Justin Marco told the committee Monday that the town's four water and sewer utilities — serving only about 4,400 customers — face a capital improvement plan estimated at $80 million or more across four phases, with a current design funding gap of $3 million to $5 million for phases two and three alone. Marco said a failure to supplement the enterprise fund through grants or general fund subsidy could force annual rate increases of 20 to 30 percent, adding: "With 4,400 customers paying for $100 million in bonds is unrealistic — I would have to quadruple your current rate." The Capital Planning Committee has recommended a first-ever general fund subsidy of $70,000 in FY27, split between a $30,000 jar-testing study at the Old Marlboro Road treatment plant and $40,000 for a polymer orthophosphate feasibility study aimed at reducing the town's chronic water discoloration. Finance Committee Chair Jillian Prendergast also announced the Annual Town Meeting is set for May 18, with Finance Committee comments due April 15 and a public hearing scheduled for May 11.
