Littleton Conservation Commission Amends Enforcement Order Over Missing Stormwater Permits

LITTLETON — July 7, 2026 — Littleton Conservation Commission votes unanimously to amend an enforcement order after discovering a Spectacle Pond Road property owner never obtained a required stormwater pollution prevention plan or federal construction general permit, roughly three years after both were due. The commission learned that an application — prepared by engineering firm Dillson Roy and dated June 29, 2026, with a project start date listed as March 2, 2023 — had apparently just been submitted, following DEP's advice to add the violations under general conditions 3, 19A, and 19D of the Wetlands Protection Act. Commissioners restricted remaining site work to berm restoration and construction debris removal, explicitly prohibiting movement of a large soil stockpile until regulators act. In a separate development, staff disclosed that a gravel parking lot at 24 Cataldo Pond Way — now the proposed site of a Boston Gas Company portable LNG facility — was created around 2012 or 2013 without a commission permit, a finding relayed from Town Counsel the day before the meeting; representatives Sam Keperstan of BSC Group and Matt Wozniak of Boston Gas said they would bring the news back to the property owner before the case returns in two weeks.
