Groton panel requires wetlands filing for Radden Road shed plan

Groton conservation board orders full wetlands review for a Radden Road shed, splits over a contested Common Street driveway. The commission voted 7-0 to require Deborah Howell to file a notice of intent for a shed proposed within the 100-foot wetlands buffer, with member Olin Lathrop warning "I cannot approve this in its current form" and member Bruce Easom calling buffer-zone mitigation "a non-starter." Members continued a notice of intent from Edward O'Neill for a Common Street subdivision driveway and water line to September 8, after an unnamed commenter argued the filing lacked any alternatives analysis and Breakneck Road resident Pam Gilfillan described decades of winter flooding on the route. Developer Jim Cassini won conditional approval for house-lot grading on Wyman Road, part of a subdivision donating 15 acres to the town, while a related stormwater basin notice was continued.
The commission also authorized $1,750, half the cost of a new brush mower, splitting the expense with the town's Trail Committee.
