Community Preservation Committee · Meeting of August 10, 2026
GROTON — The Groton Community Preservation Committee adopted a fiscal 2028 budget assuming $1 million in local surcharge revenue and flagged a town meeting error on housing funds. Committee member Fran told the board that Spring Town Meeting approved $100,000 for the Affordable Housing Trust entirely from the Community Preservation Housing Reserve, diverging from the committee's recommended split of $92,985 from that reserve and $7,015 from unappropriated funds. Fran called the mismatch "a horrible precedent" if left uncorrected, though members said it appears to be a drafting error rather than intent.
The committee lowered its assumed state match from 25 percent to 17 percent of surcharge revenue, shifting that line from $225,000 to roughly $170,000, and voted unanimously to adopt the revised FY2028 budget. Members also continued revising Community Preservation Plan language on out-of-cycle funding applications and reviewed delays on the Bancroft Castle preservation filing and Cowpond Brook Fields parking plans.
