Groton Conservation Commission splits 4-2, then reverses, on a road-project support letter. Members voted 4-2 to back a Community Preservation Committee-funded project on Cow Pond Brook Road before reconsidering and unanimously adopting softer language limiting the endorsement to "environmental benefits," after Commissioner John Smigelski said he worried the vote would be read as "ConsCom supports" the whole roughly $4 million project. The board's order of conditions for that project also requires town-owned Parcel 249-51 be formally transferred to the commission before construction begins, a step needing Town Meeting approval expected around October 2.
Separately, the commission accepted three parcels of land off Nashua Road donated by developer Jim Casella, approved updated maintenance language for the state-shared Gibbett Hill stewardship plan covering Bancroft's Castle, and learned a Clerk-Magistrate hearing upheld its enforcement fines against a 309 Boston Road property owner. The board paid four invoices totaling $7,359.85, including $5,188.75 to Resilience Planning and Design for the town's Open Space and Recreation Plan, and closed with a 6-0 roll-call vote to enter executive session on a real estate matter.
