Burlington School Committee hears proposed town charter plan ahead of January Town Meeting

BURLINGTON — July 23, 2026 — Burlington School Committee receives draft town charter briefing as MSBA decision remains pending. The Burlington Government Review Committee, a volunteer body working with the Collins Center for Public Management at UMass, presented preliminary charter recommendations to the School Committee at its July 23 meeting, outlining a proposal that would consolidate roughly 200 sections of town bylaws and special acts into a single governing document. A May community survey drew 1,152 responses — 11 percent of Burlington households, far exceeding the 3 percent the consultant had projected — with results showing strong support for the current Select Board and Town Meeting structure, support for keeping all boards elected, and, unexpectedly, significant interest in a recall mechanism that Town Meeting had rejected about 18 months ago. Key charter proposals include formalizing a Town Administrator employment contract, expanding that role's authority over budget and procurement, renaming the Ways and Means Committee the Finance Committee, and extending a three-year term to the Town Meeting moderator. Vice Chair Meghan Nawoichik and another member raised legal concerns about a potential term-limits provision, which the BGRC plans to debate at its August 4 meeting, with full charter finalization targeting the January Town Meeting. On the school building front, Burlington's statement of interest with the Massachusetts School Building Authority remains unanswered, and member Martha pressed the committee to begin concrete funding conversations with town financial leadership before any multi-year high school renovation plan moves forward.
