Winchester Town Meeting opens with override fallout, passes $7.9 million solar bond. Select Board Chair Anthea Brady and Finance Committee Chair Derek Ross told members the failed override triggered a hiring freeze and left a $900,000 gap in the roughly $171 million budget, with free cash at $21 million but a $10 million floor to protect the town's credit rating. Town Manager Chris Senior, 15 weeks on the job, said Winchester's AAA bond rating is secure and the town has received $400,000 in grants.
Members approved a 6 percent short-term rental tax expected to raise $14,000 annually, a 7 percent water and sewer rate hike adding about $16 per quarter to average bills, a $750,000 transfer to stabilization reserves, and a $7.9 million solar bond for six town buildings after member Chris Nixon's amendment added the Ambrose School, with proponents projecting $7.3 million in savings over 25 years. The session ran out of time before reaching the capital planning report, continued to Thursday.
