The committee voted unanimously 10-0 on June 17 to approve three transfers — $400,000 to cover a public works deficit caused by 24 major snow events that pushed winter maintenance spending to roughly double its $655,000 budget, $185,000 for legal services overruns tied to the Archstone HDC trial, two ADU cases, Estabrook-related public records litigation, and the town's first firefighters union arbitration at the state level, and $35,000 to cure a retirement assessment line mismatch. Chief Financial Officer Jennifer Barrett said roughly $1 million in surplus generated by staff vacancies, renegotiated IT contracts, and software consolidations will still return to free cash.
