Wayland Planning Board authorizes town-funded peer review of DPW Happy Hollow water project. The board voted 4-0 Wednesday to let Town Planner Robert Hummel issue an RFP for a peer-review consultant covering stormwater and Chapter 193 compliance on Kleinfelder's site plan application to upgrade the Happy Hollow Water Treatment Facility and build a Castle Road pump station; the cost falls to the town, not the board's operating budget. Lewis pressed on funding and completeness, with Hummel confirming the application was certified complete Monday. Hummel also agreed to fold a draft outdoor-seating regulation into the town's Chapter 302 site plan rules rather than create a standalone document, and briefed the board on House Bill 555's rewrite of Chapter 40A — including a variance-criteria loosening and an option to extend Wayland's pre-existing nonconforming lapse period from two to four years. "I don't want to find out years later that the town didn't do a peer review," Hummel said.

The Housing Production Plan procurement drew two proposals; Wayland's SHI sits at roughly 10.64 percent.
