Urban Design Commission Flags Scope and Massing Gaps in Soma Nova Design Framework

Somerville's Urban Design Commission reviewed a draft Arts and Innovation Urban Design Framework for the Soma Nova development area at its March 10 remote meeting. The three-member quorum, including Vice Chair Tim Tallon and member Debra Fennec, raised concerns that the framework's plan boundary extends beyond the rezoned district to include residential properties, a church, and Milk Row Cemetery — none of which are addressed by the document's guidelines. Tallon called for block-by-block massing diagrams to make the building guidelines meaningful, and Fennec argued the document lacks any language about how the large development should relate to its surrounding residential neighborhoods, saying it "ought to talk about being a good neighbor." The commission also debated whether proposed arcaded sidewalks along Park Street and Music Alley are appropriate for a New England climate and whether the document's images could be misread as requirements rather than possibilities.

The only formal vote was unanimous approval of February meeting minutes; on the framework itself, the commission agreed to send the Planning Board an initial letter summarizing discussion and requesting additional review time, to be followed by a more detailed written response on the design guidelines.
