Select Board · Meeting of October 26, 2026

CHELMSFORD — The Chelmsford Select Board accepted animal control recommendations placing a State Street resident's dogs on a one-year probationary period after years of loose-dog complaints from neighbors Tom and Nancy Norton, including a 2023 biting incident. Board members unanimously approved expanding Sky Motors' auto dealer license by 26 vehicles at a new Tyngsboro Road location and awarded an $98,230 contract to Picard Construction Corporation for the MacKay Library ramp replacement, about $16,000 over the project's original $82,000 budget. A town official attributed the overage to "the cost of doing business right now" amid a tight construction labor market.

The board also unanimously adopted Magee's revised FY2027 goals framework, which splits long-term strategic priorities from measurable annual action items, after members praised it as "a much easier read" than an earlier draft. Property owner David Barker told the board, "I have guilt here. I admit that," describing a newly fenced yard meant to keep his dogs contained.

The board closed the meeting by voting 4-0 to enter executive session on pending litigation matters.
