Planning Board · Meeting of October 20, 2026

BOXBOROUGH — The Boxborough Planning Board began compiling a prioritized zoning goals list, ranking town center zoning overhaul as its top item. Chair Richard Guzzardi and members cross-referenced the town's master plan against a 2020 zoning bylaw audit, finding town center/village zoning and commercial zone modernization most frequently cited across both. Member Mark White argued new housing is typically "a net gain or a net loss" question that has run against the town's tax rolls for 25 years, while a Finance Committee member identified only as Maria countered that the board missed a chance to rezone Hill Road land for moderately priced housing under MBTA Communities.

Staff reported 31 of 66 zoning audit tasks remain outstanding. The board approved its September 23 and October 5 minutes as amended, 3-0 and 3-0-1 respectively, and added a new goal to study data center zoning ahead of a pending fall Town Meeting warrant article.
