Planning Board · Meeting of October 20, 2026

Belmont's Planning Board voted unanimously to recommend two zoning bylaw amendments required by a new state law, then kept the hearing open for edits. The board voted 6-0, twice by roll call, for favorable action on Article 9 (variance standards) and Article 10 (nonconforming structures and uses), both aligning the local bylaw with changes the Legislature made to Massachusetts General Law Chapter 40A in its 2026 budget bill. Attorney Paul Commoners of Anderson & Krieger caught a drafting bug live, a duplicated sentence muddling a three-year construction-start deadline, which the board fixed before voting.

Thresholds triggering special-permit review for home additions rise from 300 to 700 square feet in the General Residence district and from 700 to 900 square feet elsewhere. The board also voted 6-0 twice more to adopt its first written Rules and Regulations covering design/site plan review and construction management, and continued the zoning hearing to November 16, 2026.
