Planning Board Approves Seaver Road Subdivision

Townsend Planning Board unanimously approves Seaver Road subdivision and stormwater permit. Chair Andrew Shepherd's board cast eight separate 5-0 votes Monday, also closing a joint Scenic Roads Act hearing with Tree Warden Jim Smith to approve removing four shade trees at 18 Haines Road. The subdivision votes followed a correction to waiver No. 17's citation, fixed to reference section 175-16B15, after engineer Wayne Bell of Land Design Collaborative asked the board to confirm a 0.75-foot reservation-strip dimension.
The board's sharpest exchange came over a state-mandated clean-energy siting bylaw due by October 1: member Brett King said "I have a lot of problem with just letting the state help us with this" and called parts of the process "unconstitutional," while Clerk Cindy King noted the Select Board has already named the town administrator as Townsend's local government representative under the new law. No bylaw vote was taken; draft language from the state and from Groton is due back October 5.
