Pepperell Board of Health Ratifies Craig Street Condemnation, Raises Septic Fees

PEPPERELL — June 3, 2026 — Pepperell Board of Health ratifies Craig Street condemnation, raises septic fee to $1,200, and approves new microblading business. Meeting with two of three members present, Chair Laura Richards and member Deborah Millbauer voted unanimously on a full agenda June 3. The board ratified the May 19 emergency condemnation order for 4 Craig Street, where health department inspections found loose electrical wires, a dead rat, non-functional smoke detectors, suspected sewage leakage, and at least one occupant still refusing to vacate more than two weeks after the order's 24-hour deadline. Town Counsel Alex White of KP Law advised the family to seek a housing court order to compel removal of the remaining tenant. The board also raised the septic system plan review fee from $400 to $1,200, effective July 1, citing a consultant billing backlog and the reallocation of the professional services budget to a new maternal and child health nurse position. A body art establishment and practitioner permit was approved for Nirmala Ramnarian's microblading business, Malloroy PMU, at 464 Granite Avenue, with a partition variance pending a final inspection.
