Oversight panel presses EPA on cleanup plan gaps

Concord's 2229 Main Street Oversight Committee flagged unresolved technical concerns in a near-final EPA cleanup plan for the site's holding basin. Committee member Fred said he found uranium-235 concentration figures in the plan's sampling tables that looked too high, warning "that just can't be right," and agreed to research the discrepancy. Members Pam, Ed and Doug said the roughly 33-megabyte plan still doesn't address prior concerns about extending the slurry wall fully into bedrock or adding more cap layers.
Town Moderator Carlin Reed urged the Select Board to consider a special town meeting, rather than the annual one, to reauthorize the town's 2015 vote to eventually acquire the property, saying it would give "the timing flexibility that I think you're going to need." Committee member David argued risk communication about the site should be led by Town Manager Megan and the Select Board, not the committee. Members are compiling written comments due to the EPA by the end of the month, ahead of a winter public meeting on the plan.
