Newton Rules Subcommittee Backs Two Council Docket Reforms, Holds Structural Questions

NEWTON — April 8, 2026 — Newton's Rules Subcommittee votes unanimously to recommend three procedural changes to the full Programs and Services Committee. Meeting April 8, the subcommittee — chaired by Councillor-at-Large Marc Laredo and including Councillors Oliver, Brittany Chung, Malachie, Elmabed, and Programs and Services chair Josh Roach — backed two Law Department-drafted amendments to Section 6 of the council rules: one limiting the 180-day committee-action clock to items docketed by a councilor or the mayor, and one allowing docket items to be quietly withdrawn if all co-sponsors agree. The panel also unanimously recommended amending Article 12 to let the Finance Committee chair designate the vice chair or another Finance Committee member to serve on the Financial Audit Committee in their place. Four items — roll call vote rotation, committee composition requirements, whether to produce formal city council meeting minutes, and automobile dealer license referrals — were held for further research, with the next full subcommittee meeting tentatively set for June.
