Maynard Finance Committee Recommends 30 ATM Articles, Rejects Tax Title Payment Plan

MAYNARD — May 11, 2026 — Maynard's Finance Committee recommended 30 of 32 Annual Town Meeting warrant articles Monday and voted 5-1 to oppose a citizen's petition on tax title payment agreements after proposed floor amendments stripped the measure's financial hardship requirements. Chair Jillian Prendergast led the remote committee through all articles at a required public hearing that closed at 8:11 p.m. The committee's opposition to Article 31, the tax title plan, centered on anticipated amendments that would expand the bylaw from targeted hardship situations to all land within the town — including commercial and industrial parcels — while removing any hardship eligibility requirement and offering a 50 percent interest reduction only at the end of a four-year repayment agreement. Town Counsel had previously found the article not legally permissible as originally drafted. The committee also reiterated its opposition to the Retirement Board Stipend Proposal in Article 6, an article identical to one that failed at the May 2025 town meeting 53-57. The committee recommended a $3 million water infrastructure borrowing authorization and a new Solid Waste and Recycling Enterprise Fund budget, the latter tied to a shift to an automated cart trash collection program affecting all Maynard households.
