Wayland Finance Committee Approves Annual Report, Holds Off on Override Call

Wayland Finance Committee narrows the path to avoiding a 2028 override, but capital costs keep piling up. Chair Iris Hoxler told the committee updated budget modeling shows an "increased likelihood" of a fiscal 2028 shortfall, now projected at "under half a million dollars," with roughly a 10 percent chance of no gap at all. The Select Board, which needs four of five votes for a debt exclusion versus a simple majority for an operating override, appears to be leaning toward a debt exclusion for a $2 million MSBA school feasibility study instead of an operating override.
Separately, member Brian said the Capital Improvement Planning Committee's $12.6 million capital-budget recommendation is already straining Wayland's roughly $3 million to $5 million levy-debt guideline, driven partly by a $2 million high school septic project and a $976,000 unplanned middle school fire alarm replacement. The committee unanimously approved its fiscal 2026 annual report as amended and canceled its September 21 meeting.
