Health Board Approves First Fee Hike Since 2011
Framingham's Board of Health voted 4-0 to raise its public health fee schedule for the first time since 2011, effective November 30, 2026.
Board of Health · Meeting of October 13, 2026
Framingham's Board of Health voted 4-0 to raise its public health fee schedule for the first time since 2011, effective November 30, 2026. The vote came over the written objection of absent member Fred Stratmann, who called the city's refusal to earmark new revenue for the health department "a deliberate dodge." Chief Financial Officer Brian Turba attended to explain that state law requires most fee revenue to go into the general fund, and warned that fiscal 2028 "is going to be immeasurably more difficult than fiscal 27 was," citing a $10 million citywide budget gap. Staff estimated the fee increase would generate $90,000 to $100,000 annually.
The board also heard that the department remains without a public health nurse and continues to face West Nile virus activity and rising tick-borne illness cases locally.
