Dover Select Board Endorses Town Meeting Warrant, Awards Multiple Grant-Funded Contracts

SHERBORN — April 14, 2026 — Dover Select Board backs 25-article town meeting warrant and awards multiple grant-funded contracts. The board voted unanimously at its April 14 remote meeting to endorse the Warrant Committee's recommendations on all articles except Article 19, the site plan review bylaw, pending final Planning Board language. Chair Robin Hunter, Dave Haviland, and Cam Hudson debated the Carroll Park project, which packages approximately $500,000 in parking lot drainage repairs with new pickleball courts, with all three members calling the courts a "nice to have" while supporting the drainage work; the board reserved the right to voice concerns at town meeting when the article is called. Chair Woody Weiss of the Warrant Committee said health insurance costs held to an 8 percent increase, making the operating budget "easy to endorse." Hunter left the meeting before DPW items, and Haviland and Hudson voted 2-0 to award a $391,275 culvert replacement contract to Aqualine Utility of Weymouth, a $182,072.50 bonded wearing course road treatment contract to All States Construction, and a professional services agreement with Lyro Hill Corp for Dover Town Library HVAC design — all grant-funded or covered by existing revolving funds. The board received an updated rendering from TEC Engineering on the MassDOT bottleneck intersection project at Center Street and Walpole Street but took no vote, asking engineers to further reduce signal heads and examine whether a short sidewalk strip could be removed to extend the Walpole Street left-turn lane.
