Concord Finance Committee Approves $619,450 in Year-End Budget Transfers

CONCORD — June 17, 2026 — Concord Finance Committee unanimously approves $619,450 in fiscal year-end budget transfers, with a $683,000 winter maintenance overrun driving the largest piece. The nine-member committee voted 9-0 Wednesday night to concur with three transfers requested by Chief Financial Officer Jennifer Barrett under G.L. c. 44, Section 33B, giving the Select Board authority to act at its next meeting before the June 30 fiscal year close. The largest transfer, $400,000 to the Department of Public Works, addresses a winter maintenance deficit nearly double the department's $655,000 budget after 24 major snow events from December through March — what Barrett called "an anomaly year." A second transfer of $185,000 covers legal services overruns tied to real estate litigation at 651 Lowell Road, two accessory dwelling unit cases, a first-ever state-level firefighters union arbitration, and Estabrook-case public records requests. A third transfer of $34,450 corrects a retirement assessment mis-budget. Barrett told the committee the town still expects roughly $1 million to flow to free cash after all transfers are made.
