Carlisle Reclassifies Assistant Town Clerk, Defers Incentive Pay Vote

Carlisle's Personnel Board voted 4-0 Tuesday to reclassify the assistant town clerk position from salary grade eight to grade nine, raising the salary ceiling for the role to $112,611 before a 1.2 percent cost-of-living adjustment takes effect July 1. The change, driven by a restructured Town Clerk's office that shifts supervision of more than 100 election workers to the assistant town clerk, was presented by Assistant Town Manager for Human Resources Jess Dunn and Human Resources Generalist Aaron Harrington. New member Tim Mulvey abstained, having not been present at the February meeting where prior groundwork was laid, and cast his first eligible vote on the same motion.
The board deferred two incentive pay policy documents — covering fiscal years 2026 and 2027 — to its June meeting after members questioned a clause permitting employees who resign between May 1 and June 30 to remain eligible for goal-based cash payments; member Josh Fay noted he is "used to seeing language that would essentially say employees not in active employment on the date of payment are not eligible." Dunn also reported that the town's shared public health nurse will move to full-time Carlisle employment starting July 1 after the Select Board voted to end a cost-sharing arrangement with the Town of Maynard.
