Board of Health · Meeting of November 4, 2026
LOWELL — The Board of Health suspended two tobacco permits for three days each after sales to minors. Tobacco control program director Cesar Pungirum said 7-Eleven at 63 Mammoth Road sold to a minor Aug. 19, but a window in the regulation, which mirrors state law, made it a first offense despite violations in 2022 and 2024. Lowell Quick Stop, 189 E. Merrimack St., was suspended over a March 27 sale to an 18-year-old; Chair JoAnn Keegan read the owner's letter.
Both suspensions start Nov. 18. Pungirum urged revising the language to count 36 months. Inspector Matthew Sheehan reported 51 new restaurants and 7,791 complaints this year.
