Billerica Select Board opens special meeting, votes 4-0 to enter executive session. After technical delays involving lost connections and a participant who joined the wrong meeting link, a four-member quorum, Select Board members Favreau, Darius O'Connor and Pavides, along with the board's chair, was confirmed by roll call for the July 31 special meeting. Attorney Brown, addressing the board as counsel, cited Massachusetts General Laws Chapter 30A as the basis for moving into closed session to review and determine whether continued nondisclosure remains warranted for executive session minutes dated December 31, 1975, through July 16, 2026.

The roll-call vote passed 4-0, with all four members voting aye. The board said it would return to open session only after finishing its private review.
